Yes and no. Adopted children who are genetically different from their parents and the majority culture will have any easier time fitting in than children who grew up in a different culture. However, they're still cursed by the genetic differences to the majority race. Unfortunately, nurture doesn't change one dramatically. I advise you to make yourself familiar with the Transracial Minnesota Adoption Study. Although environmental factors can never be completely eradicated, it did give us some important insights. African Americans who were adopted by upper class whites and thus given privileged nurture, only had an average IQ of 89 when they grew up to be adults, which is only 4 points higher than the AA average. From quantitative genetics we can make assumptions about the genetic influence on genetics, and currently that is at around 80%. Personality traits, behaviour, looks etc are of course also highly influenced by genetics.
