I am actually going to transylvania to visit family this upcoming may, and from what I remember my village of roughly 5000 people is way more developed than that. paved roads, a small city centre, hell even all houses I have been in have indoor plumbing (unless maybe the house is on a fuck-knows-where mountain). either way, first world for the most part but it may be just an exception

I have a friend who lived in Romania, and a few days after arriving she was reading books on the native language - she said that once you understand Portuguese and French, it's easy to pick up Romanian - But here they almost don't talk, and I literally don't get a single world that ain't English.
