Most Chinese provinces are a net drain in terms of finances, so a good strategy for keeping China unified is to take capital from rich provinces and redistribute it to the poor provinces. This is why you see lots of weird infrastructure projects that don't seem to make any sense in the interior provinces.

Anyway, this system works so long as the rich provinces have the capacity to underwrite the poor ones. Systemic risks in the financial system, downnturns in global trade, and skyrocketing off-the-books government debt (held by the local govts but underwritten by Beijing) all threaten this. Xi is just the response to the present circumstances of China. He realizes that bribery is not a sustainable solution to buy loyalty and so is clamping down to reassert control over the country before it fractures.
