Because what made Chris Kyle a 'hero' was Bradley Cooper's performance of him, as a conflicted man whose skills weren't suited to the goals of both protecting his country and helping other people.
What makes Chris Kyle a monster was when he started developing a taste for it, described every person he killed as savages, and started bragging about shooting people after Hurrican Katrina as they were 'probably looters'.
If you wanted to make Brenton Tarrant a hero, you'd have to portray him as a man desperately resisting schizophrenic paranoia, whose sole objective in life was to not fuck up and start murdering people by letting go, by letting his demons get to him.
This would in turn differ from Brenton in reality, who kinda worked himself up to the task, rather than making a Herculean effort not to lose control.
