In Western countries, there's a time and a place for everything. You can't just talk to a stranger in the street in broad daylight and expect to hit it off, but trust me that westerners can be very sociable in the right situation. For example, in France, partygoers standing in front of bars and clubs are always open to meeting new people. I can't count the times I've been a part of ragtag partygoer groups full of people I'd just met.

City people are like that. It kinda makes sense since being around so many people, saying hi to everyone could be a bit of a chore and they legitimately don't know each other, but it can be a bit of a culture shock going from somewhere where you greet everyone and people can chat outside to a city where none of that happens.

It took me a while to realize Americans ultimately only converse to gain something, truly friendly conversation is rare. Most people just want something out of you or ignore you. That's not to say your friends, but people you meet on the street. However some latin americans and other random 3rd worlders like Moroccans, Pakistanis, SE Asians can be genuinely friendly for no reason with no recourse. Euros and canadians are generally pretentious assholes. East asians are barely human.

I'd say the most talkative places in the cities would be the bus station in the late evening or the bars. Wouldn't know about taxi drivers, I've only used a taxi once when we were in Serbia on a high school trip.

We can be beyond social but the thing is, atleast in my country, we are reclusive for good reasons. There is more to it than "chad" or "beta" behaviour, its a defense mechanism, its a cultural teaching to defend yourself here. The difference between us and the brs is how the brs will talk about their entire lives in 2 days and 1 bar afternoon of meeting, while the portuguese will only open up trully after a week, while paranoid you will snitch or somehow abuse the information but a good friend here means something.
Its someone you visit and shoot the shit with like it was your own flesh and blood, yknow? Someone that put up with your own barrier and that you trused enough to put it down, someone who showed that they are an alright lad to pass the bunker.
