I went to Estonia to visit my Eesti gf in 2015, she lived with her parents in an apartment in a small building (maybe 10 apartments total, or less). They didn't have a shower or bath in the apartment, you had to go down to the basement to used the shared shower

my croatian gf showed me the house where her family lived when she was born, and they had the bathroom and shower outside of the house.
this was a country home though, in the middle of fields and woods.

It was the same for my mom when she was a kid. They didn't have a bathroom in the house, it was outside at the back of the garden. Her dad installed a proper bathroom in the house in the late 70s
