I have the strange feeling that they never really wanted to do it in the first place: remember that initially we were going to pass anyway and use the money for Marawi rehabilitation, and it took the PSC and others begging for them to reconsider. If the government finds out about this though, hopefully it will be a wake-up call for them to get their act together.

Basically, the budget secretary here got into some kind of scandal. It was being debated in the Senate for a while. Then the central bank's governor died and the budget secretary was appointed as his replacement. Not sure if there have been any updates since then.

As for Duterte, I don't necessarily think this is his fault, he was actually quite supportive of the SEA Games IIRC, it's more of the people under him that seem to be questionable, Cayetano in particular.

I think Government agencies are being careful because the last time Duterte held an international event
