Officially about 40% of the population speak Portuguese. It is probably true that the majority of these live in urban areas. At Ilha de Mocambique, the majority speak Portuguese as far as I can remember, but in a somewhat simplified manner. I did not speak that good Portuguese myself during that time (diasporaposter)

The white building, far left on the photo and barely visible used to belong to one of the richest people in the country. They let me borrow their beach a couple of times. The other beaches are designated shitting beaches (Mozambiquean version of indian streets) exept for one

How was the country stability back then ?

Dont really know to much about Maputo, but from what I know it is like any other larger city in Africa. I didn't have any problems, but I have heard that the current problems are overblown by the media and that there have always been some revolts by the opposition party Renamo.
