Put in simple terms;
DNS is a list that converts a name "website.com" into an IP "192.168.1.1"
They've changed what Jow Forums.org converts to.
You can freely change what DNS your computer uses in seconds without any tools, by simply changing settings.
So they haven't actually blocked anything, just lazily tried to hide it.

There are a bunch of DNS servers not attached to any ISP - Hell, you could even host your own if you wanted too. I'm using Cloudflare's on my PC.

I strongly recommend that everyone learns some basic IT/Networking as online censorship is only going to become more and more of a problem.
There are loads of free resources online for certifications that are great learning tools, from beginner (CompTIA A+, Net+) to more advanced (CCNA, CCNP). Even a friggin' wikihow about DNS or WAN config in general.
