Here are some ideas that might be worth considering. Find a flaw.

Replace personal and business taxes with tariffs.
Not only encourage US businesses to invest more into the US rather than overseas, but also encourage foreign businesses to redomicile to the US. Make the US go from largest trade deficit in the world to trade surplus. Speaking of which, need to do something about how as it is now with the one sided trade deals its difficult for US companies to export to foreign markets.
Need to hard core audit and make absolutely sure theres no waste, fraud, abuse. And make sure the government spends tax money wisely. Most of the tax money is actually lost through either waste, fraud, and abuse.
Cut most of the government, most of it is unconstitutional anyways.
Repeal things like FBAR, FACTA, etc, so that foreign business no longer refuse to business with US citizens. As it is now there are many business opportunities denied to US citizens because of these onerous regulations.
Make it so that school is no meme so when you get out you actually have useful skills and actually know shit. And I mean high school too because people graduate and have no useful skills knowledge so that college degree has become the new high school degree.
Need to work towards getting rid of welfare gibs. So many people just live off that rather than working to become productive members of society, they dont do anything productive and they have no useful skills or knowledge. And I dont mean just pay these people to dig a ditch and fill it back in again because that doesnt produce anything valuable that contributes to our economy. Get these people trained with valuable skills and get off welfare.
Get rid of government subsidies that result in things like for example paying farmers to have farmland sit idle rather than make the farmland productive.
Reform Tort etc, need to get rid of that abuse so many people file lawsuits trying to get some gibs.

We are literally just fine. Our gdp is steadily growing, unemployment is quite low, and our standards of living are very high in comparison to the global average.

Perhaps we could do away with income tax and stop spending so much on defense, but I don't see that ever happening.

Capital doesn't naturally flow to one place like a stream, its more like a lazy river, it always cycles. The people that are making this country's money move are the people who make and spend large amounts of money. It doesn't prefer one place over the other.
