As for the 'proof of relay' I assume this is meant to be the safeguard against sybil attacks which is required for avalanche to actually work. Not sure how they are going to pull it off, but it definitely wont just sit on top of TCP/IP like althea. To use internet transit as cryptographic proof of work will require starting from scratch at layer 2 of the OSI model, and realistically to work with existing hardware will have to be piped over a VPN.
