Because there is nothing to connect. Spain is... well, spain, and that's not even the productive side of spain, and on the other side you have literally nothing.
Also the tunnel would have to go down to ~900 in depth, vs the ~200m of the chunnel.
The best option would probably be a suspension bridge supported by floating pylons like norway was proposing for one of the fjords.

or a floating underwater tunnel.
