Look at the image. This is the Russian and chinese border on the Amur river.
The Chinese side is highly populated and productive farmland. The russian side is not. But it's the same river and the same land.
Are Russians unable to farm? Could I take some machinery there and start some farms because the Russians are so useless they can't even do the same as the Chinese have been doing for centuries?

my neighbour and distant relative is a farmer and married to a russian woman. he tought as you do, wanted to start some farming in russia. but the corruption made it impossible, he just gave up on it. you have to pay out of your ass for everything and if you make some money out of it they find a way to take that as well.

To be fair, that is exports which you get from gross production minus the domestic consumption. Russia has lower population than say, US, EU and China.
