Short answer is they had a dictator with strange tastes but maybe the paraguay posters have a better answer.
Incidentally Paraguay has one of the most interesting histories of all latam countries. Especially their relationships with dictators. They are truly unique.

Well the first thing is their isolation which allowed them to develop their own style. They were founded by a religious order (jesuits I think) after the conquest, so the usual class race system was suppressed. They all blended with the natives almost completely, maintained their local languages, and were more egalitarian than other latam countries. Then the fact that they basically seceded from Argentina rather than spain. It is fascinating stuff, especially once you reach the war of secession. They also had dictators that make other latam dictators seem normal. Paraguay is a cool country.

There is a subgenre of Latin Dictator Novels and I think after Guatemala (El SeƱor Presidente), Paraguay has the best entry in Yo El Supremo. Fantastic novel and a great descent into madness book.
