Funny thing, the "ban" (it wasnt a real ban, just a ban for advertising, nevertheless it got retracted from german market) came into action a couple of weeks after release and the game disk version with german dub + uncensored units became a collectors item achieving high prices on ebay etc (remember, there was no steam back in the day).

As I said, it wasn't actually banned, just advertisement was forbidden. Stores could sell it legally but you needed to ask for it specifically.

Not really. There is an agency that censors media depending whether it is "harmful to youth". ("Bundesprüfstelle für Jugendgefähredende Schriften" or something like that.)
They've become less draconic now, compared when pc games were "new".
By the way, technically Germany has no constitution, just a lame "basic law" that was intended as a temporary solution after WW2 and that kinda acts as a constitution.

Also the dynamite barrel added some unvoluntary humor to the game as in the add-on "zero-hour" you could put infantry units on motorcycles which gave rise to a barrel of dynamite riding a motorcycle.
