The start of the war in 1914 was due to Germany (giving a blank check to A-H, declaring war on France & Russia, invading Belgium). However, the deeper reasons were that Russia challenged A-H in the Balkans by supporting Serbia, which A-H considered a threat. Before that, Germany, A-H and Russia had been allied, now Germany had to pick between Russia and A-H and chose A-H. France was allied with Russia, so war with Russia meant war with France (during the July Crisis, Germany asked France whether it would stay neutral in case of war with Russia, France said no).

That's however also the fault of Wilhelm II for being dogshit at diplomacy and challenging every other nation for no real reason (naval arms race, colonial saber rattling). Obviously you'd count the colonies as they existed at the time.
No doubt Germany would have overtook Britain in some aspects of production but Britain and its colonies at the time had far more resources.

I think there's still pretty significant blame on Russia aswell though.
They were the first power to order full mobilization, which at the time could be seen as an act of war against their likely enemy. It was also doubly fatal since german strategy for a 2 front war was mobilizing faster than their enemies and knocking France out before russian mobilization was completed.
