Nah, the impact will have put the debris in an eccentric orbit vastly different from that of the ISS, meaning the speed difference could potentially be large. Also, at those speeds even a difference of 1% would be about 500 km/h

Okay that does make sense, but why do all the planets rotate in the same direction (sans Venus which orbits super slow for that reason) and orbit around the sun in the same direction? I get why they're all more a less level what with the disc forming in the early solar system, but why do they all move the same?

Our solar system fomed from a counter-clockwise rotating cloud of dust. The stars and planets are merely preserving that energy. Other galaxies might rotate in other directions. The distribution between clockwise and counter-clockwise rotating galaxies is about 50/50.
