BL Lac objects are active galaxies with weak emission lines and variable luminosity which have relativistic jets pointing at us.
Because of the latter, they are a Blazar subcategory.
Seyferts are another type of active galaxy, but they are the "weakest" of the bunch, with no jets, and galactic cores which don't outshine the rest of the galaxy. They are also still somewhat common around us, and some of the brightest galaxies seen from Earth are Seyferts.

As counter intuitive as it may sound, black holes do have spin. It's kind of like a ballet dancer pulling her arms inward to spin faster. When the core of the progenitor star collapses, it's spin increases and if the result is a black hole, it will also spin.
