That's because Spaniards just like every first world nation encourages the younger generation to study hard, which unironically leads to general overqualification of the population. We have a little bit of this in Canada, at least in the regions. Therefore in Spain, say you have an engineering or accounting degree, you might not be able to compete with the massive amount of engineers around you and have to move out to France, Germany, USA, etc. Keep in mind this isn't necessarly true, Spain has one of the lowest emigration rates among European nations AFAIK.

Latinoamericans (and I don't want to generalize) more often than not move to Europe to get any kind of job. A 10 euros/hour job in Spain is way better than a whatever shitty wage he might get in the Dominican Republic.
