It also allows the authors of the study to gatekeep which studies they include and consider "relevant". The volume of studies is also typically small, meaning the inclusion or exclusion of one particular study can sway the results in a significant direction--an important distinction when you're dealing with single-digit differences like we are here. Are there conclusions we can make from this meta-study? Yes. That Turks and Slavs are less educated, malnourished, and possibly just dumber people. Big shock. For countries that are 1-3 points from the average? No conclusions at all, which I'd bet my bottom dollar even the Finnish researchers note in their conclusion.
PISA scores correlate with the study and those can't be affected by statisticians. Finland is the smartest nation in Europe
