Here in Brazil there is this Francisco das Chagas. Between 1989 and 2004 he raped, tortured, killed/seriously injured and cut the penises of 42 boys aged 4 to 11 (something like that).
I can't know how TF cops took 15 years to jail him. Only in this shithole
