I can tell you that it has nothing to do with police lol.
Prostitution is one of the main ways STD spread, in countries were prostitution is controlled, STDs are less of a problem.
What do you you mean with controlled? Because illegal is not controlled. Here they pay taxes and have to get tested regulary. Our std rate is pretty low.
What I mean is that when there's prostitution and it's illegal it generally lead to poor sanitation and many prostitutes catching STDs, also mafia control everything.
In Germany because it's legal but controlled STDs in prostitutes are less of a problem.
Prostitution in Spain also has a weird status where it's legal but brothels are illegals, so it's easier for them to get tested or force a condom in the client because they are less likely to be sex slaves.
Brothels here have an interest in providing clean girls, so I dont see the issue with brothels. As for sex slaves, I think its a modern myth atleast for germany. Plenty of willing eastern European girls and if somebody tries to force them they can just go to the police. They arent doing anything illegal that prevents them from doing so.
Sex slavery happens mainly when prostitution is illegal, so in Germany is less of a problem because there's no need to risk doing something illegaly when you can do it legally.
But in other countries it's a problem, from time to time in Spanish news it's reported that the police have detained organized group that force women into prostitution.
Still, it doesn't mean making it legal is the obvious choice because in the end if you don't want prostitution at all happening it has to be illegal, but I think legalizing and controlling it well right now is the lesser evil.
