Does it have any specific meaning to Azeri Turkics? Cause googling says Shirvanshahs are Arab dynasty and Safavids are dynasty that's made from heavy mixing of Georgian, Greek, Kurdish and Turkic dynasties.

Reasons
1.It's first emblem of Baku and Shirvan (not THAT Shirvan)
And both of them were capitals of Shirvanshahs
2.It was used by Sufis(check them out they are cool). They were Shias and they made this emblem. Sun represents Muhammad and Lion represent Ali

Why is Ali represented as lion? Does it have something with being brave warrior in Islam cause I know sunnis use lion to represent mujahideen fighters sometimes.
