Because Lithuanians had an actual imperialistic country, so we had minorities early on, some integrated completely, some fled. During soviet occupation we had semi nationalistic head of state, which tried everything to prevent Russians coming here. For the same reason, we refused Kalliningrad when it was offered to us, not to have as many Russians as Latvia or Estonia
