Most people buy used cars under 3k eur because it doesn't matter that you hit them in traffic and no one steals it. I have a Golf V with 1.6l 16v engine worth around 2500 eur and an old Corsa C 1.2l regular petrol engine that would be like 900eur now. Calculated based on miles on board. I am the second owner of both. Insurance is about 200eur per year for both.
What I would like to add that parking is generally an issue even in well developed cities, but this is a problem in Hungary too. There are apps to find and ask for a specific parking lot but it's fucking unreliable.
In Hungary it's higher than in Romania. If you rent an apartment by the fact you aren't the owner you don't get the reduced parking ticket from the municipality. Instead of paying 6000huf (18eur) per month you are forced to swallow a bill of 75000huf (230eur) per month and wasn't even the Capital's price.

also there is no real safety/quality control which means that some cars are barely rolling and aren't maintained by their owners who therefore pay almost nothing

Varies. In Romania you pay for parking spots in the city, whether private owned or municipality owned. At a shopping center it will be free for several hours if not a whole day. You don't pay in front of your house but you do in front of a flat. In case of Hungary you will pay even in front of your house.
And those cars I mentioned were old. The Golf is from 2006, the Corsa is from 2003. It's 2019 now, both are older than a decade.

Depends how fucked up the car you bought in the first place. Some reparations can literally cost an arm, so it's not worth it. Might as well buy the 10-15k car.

Yes, I have a very average income and I own two cars. Cost wise the most expensive sum is fuel. It's pretty high here (around 1,7 Euro/litre)

She bought a used up car. Less than 1 year later, she had a shiton of reparations to make, and like, really expensive.

1.46-1.55€/L here. Some can even reach 2€ lol
In the summer of 2018 we had a spike in gas prices reaching up to 1,70 € - 1,80 € /liter. At that time it was really not feasible to fill up your car in Germany lmao

Yes. It's quite affordable here. Every person in my family has their own car. They're very cheap here and taxes aren't too bad. The new government hiked fuel prices though, so that sucks.
