There wasn't even only one algorithm, an other one was developed in a university in Germany, and they are not pushing for glory on twitter.
Plus most of the work was operating the telescopes with the right precision and coordination, the algorithm was the easy part.
And if we talk budget, the main contributor was the EU, not America.
