Well, Florianopólis is one of the best and most developed cities in Brazil, we call it paradise for a reason.
HDI is a meme, it only takes into account 3 things, one of which is life expectancy, as if a country with an expectancy of 83 is suddenly better than one with 82. Another one is education, but its expected years of schooling to years of schooling, meaning a country can have a great score if the expected year of schooling is elementary, and the last of is GDP which doesnt take into account internal economy and cost of living.

The first two factors are almost meaningless in most 1st world countries since all will be at a similar levels, meaning the difference will be GDP, Norway and Australia have low populations and are resource rich.
