Students, tourists, foreigners that prefer to use English even when they work as cashiers. Since the people living here are more and more getting foreign, no use to learn it, besides if your work places forces you to, but that is slowly changing too.
And why shouldn't they? They probably learn English in their home cunts, while you get along without any decent language-skills in German after all and most of all the people are okay with that, even if they don't like it within their hearts.

Both honestly. People coming here do better in using English and the "natives" here are getting used to that. If they stay in the cities and leave the countryside to the German-speakers it will probably be okayish.

As someone moving to Germany within a decade, any recommendations for a reasonably large, affordable city that isn't 60% brown?

East German ones like Erfurt or Rostock, but have fun finding some decent job there.

Take into account that a lot of the non-Europeans in Spain are Latin Americans and not Muslims or Africans, Spain being a poorer country has migration from Africa but many of them want to go to richer countries like France or Germany, so while having a similar number of non-European people than Germany the ethnic make up of them is different.
