That isn't false. I work with Chinese "genuises" they score high on tests, get into good unis but are incompetent on average. There are intelligent Chinks but in engineering here the majority go for the easier degrees (civil mainly) and even lack understanding of the basics . For over a billion people that's a bit sad.

some are actually smart and work hard, but many cheat and it is known. Even in their own country Ive heard the student culture is to cheat, and there is an article about them cheating so much that a school rioted because a teacher wouldnt let them kek. Many of them here have their phones out or talk chinese during an exam and blatantly cheat. Also the entrance exams into the unis here as well. You are supposed to have a reasonable understanding of english language to get in, and some obviously dont.
That isnt to say they are all like this. Ive met many cool chinese foreign students and hardworking, intelligent ones. The others just drag their reputation down is all.

i had a few schoolmates go to overseas schools for a while, they were all shit if not just average students.
they all scored top of their class or even school during their stay there and when they came back they didnt seem to improve or rise in the rankings at all
also, most of the international scholars my school had were chinese nationals. they fucking destroyed everyone else in all the sciences and math (and didnt fare too well for english of course) and were consistently top of the batch every year. (i studied in the nation's top high school by the way and no this isnt a humble brag, its just to illustrate the scope and demographics they were dealing with)
you can say they lack creativity totally, but saying that they are dumb and do well in tests and exams only because they cheat is quite a major cope in my opinion.

how is it cope if ive personally seen about 10 cheating? im not saying all cheat of course, and foreigners from mena ive seen cheat as well. Most people would consider having your phone out searching google, or texting constantly during a test as cheating. My own chinese friend/group partner told me about cheating in china and how they have whole agencies that people pay to get them into foreign universities. I think it is just shitty as it makes them look bad, and people may overlook the actual intelligent and hardworking ones. I dont know about the situation in singapore as ive never met anyone from there

Scores do not make one functional. A lot of nations do rote learning and studying specific things because they'll be on the test. Adability for changing realities, resourcefulness, inventiveness, etc. these are far more valuable.
I studied under a prof (she was foreign as well) that dealt with grad students whose bachelors were from Asia, they knew the math but were worthless for real life issues, malleable minds and creation. They have zero practicle knowledge. I was in a lab with all non western students and an Indian instructor. I was the only one that realized the lab was fucked because accuratly amplifying a signal with a peak of 16 volt is impossible with our 15 volt source (for none engineers all you get is part of the signal and clipped garbage). Honestly if this is the future we will see nothing but stagnation with minor increases. We might as well let AI take over because this is all Asia gives us. I'm not even going to touch on the diarrhea that comes from outsourcing coding, design or CADD from south and East Asian companies (you pay more to fix it than you would to do it stateside nevermind what you actually paid them).

My cousin's husband had a Chinese project partner who as soon as he was away from the group talked non-stop. He said that they are told random members of their group are employed by the party and will report on them. Due to this they apparently out of fear stick with the group. However, they just want to be normal students when you deal with them one on one.

with that said, i also know of a PRC student community in singapore where they are rich (enough to come to singapore to study) but are as dumb as elemntary schoolers. they go overseas to "study" so that they can go back to china to claim they have better credentials than those who studied in china exclusively.
