If memory serves right big mega-aparments requires a high investment to build and maintain, the higher the more expensive the foundation, the longer the building process etc... Smaller complexes share the same demand as high rises and are shorter terms and smaller investments. From a company's perspective it makes no sense to build those unless you have no choice (namely space).

Because population density in America and Europe is way lower than that in Korea. We have 50M in the half of this tiny peninsula but others have only a few millions at best in their vast territories. Why would they build apartments when they can afford to live in a comfy house with gardens and pools?

There is less profit in doing so and our housing market is controlled by greedy developers and boomers who bought up a shitload of real estate when a single person working full time could pay off a house in a couple of years and still have enough money to live very comfortably.

All spreading out does is make things more expensive and more time consuming, while ironicallyy limiting space things like for parks and playgrounds. There is no value in endless yard space that only ever sees use when it comes to mowing and sucking up water which could benefit being used somewhere else.
