There is not a word to distinguish between north and south mexicans (like Yanks/Dixies in the US) but just call them indios (natives) or prietos (brown/dark-skinned) and they will get pissed.

Why do you care about living in Mexican states?
Yucatan is the safest state in the country, the capital has a homicide rate far lower than most US cities of its size. The rest of the state is very safe too, with less slums and rural danger than the rest of the country. Mostly (poor) indigenous villages and forest. There is lots of architectural and historical sites. The only downsides are the heavy heat (90°+) and that its entirely flat, so the scenery is a little lacking.

I'm considering Monterrey as a destination for a semester-long University exchange.
I was under the impression that Monterrey seemed like a nice place but frankly I don't know much about it at all.
I spent some time in Guadalajara and loved it, but nowadays it seems like shit is starting to hit the fan in Jalisco.

Guadalajara is a huge shithole even WITHOUT the recent surge in the regional cartel there. Guadalajara has the biggest gang population in the country, Los Angeles style. Monterrey is a mostly safe city from what I've heard and its pretty developed and americanized. Are you a chicano or something?
