there are actual statistical papers about the distribution of bombings and it has been shown that there wasn't targeted bombing. I didn't read them myself but you can refer to the book 'Nudge'. It's referenced as a prime example of people looking for (and finding) patterns where there actually aren't none.

I'm aware Americans are a very noble people but the end result is the same. At best you could hope to hit a specific part of a city; more likely just "somewhere" in the city. Even then it was a coin flip.
I don't know too much about the equivalent in the Great War. I think the only country that had a serious aerial bombing campaign was Germany with their air zeppelins. It's hard to imagine they were terribly accurate.
