They are a small, purely-European version of Russia with warmer climate.
Being ex-soviet republic they still have all the problems we do, but it is easier and cheaper to deal with them on a smaller scale, without having to worry about some far-eastern province 4000 kilometres away from the well-developed European region.
This makes Belarus (on average) a better place to live in than Russia.
Also warmer climate allows for better agriculture, which results in high quality food that is highly prized even here in Moscow.
