If you want to be able to do everything you need money and you need to not be limited with the money you have so countries with murky or no tax laws are the freest
but its not limited to just money, social and unwritten rules must also allow you to do whatever you want so asian countries are ruled out
The country must also not be very limited in size and development, otherwise you are not free to expand in many industries. For example you are not free to build an amusement park in Andora because it not only makes no sense financially but there isn't the space

With these factors in place I'd say D.R. Congo is the most free country on the planet (if you have money)
You can buy the government to bypass the law and bureaucracy so you can do whatever you want
The country has many unexplored flat surfaces allowing you to do whatever the fuck you want in terms of industry
Social and unwritten laws are basically do whatever the fuck you need to do
Very murky tax system as with all African states

To me freedom is to have all the options open and have everyone taken care of equally so no matter what kind of a family your born into, everyone gets near equal opportunities to do whatever they wish with their lives. There has to be common rules for everyone to abide by to ensure everyone gets a fair chance at life. Complete chaos where everyone gets to do what they wants is the furthest from "freedom", at least imo. while citizens of Germany are on average more free than citizens of Saudi-Arabia when it comes to most choices, a millionaire in Saudi-Arabia is much more free than a German wageslave
