1. Porn license is dumb - it cannot be enforced and nobody is enforcing it.
2. the tv "license" is basically just a voluntary tax for the BBC - many countries do not have an opt-out system for paying into public television (like America with PBS).

I don't understand legal matters but you can indeed face legal action for saying forbidden words online, but the logistics of it seem weird and inconsistent to me (again I don't know law). seems like some of the main criteria are 'was it on social media' and 'did someone complain or get offended'

This is the case everywhere in Europe.
There is nothing particularly special about UK speech laws, in some ways we are even freer than other places, for example there is nothing criminal about Holocaust denial here.
It all comes down to where you say the things you say and the will to prosecute. If you're sounding off on social media then you could really get in trouble anywhere. You also might not.
