basically only members of the imperial family are counted as nobility in modern japan, which make up six families. akihito's family and his sons' families (crown prince's and his brother akishino-miya's families). and the rest are his brother's and cousins' families, which is, hitachino-miya, mikasano-miya, and takamadono-miya.
some of those reduced to commoners after the ww2 still have tangible/intangible influences though. they still have a lot of connections that bring cushy (honorary) posts. and they often own foundations to preserve their heritage.

Those politically and military reforms were not done by the Meiji emperor. Those were done by former Samurais and nobility people and part of ordinary people. The Japanese emperors had been not had power, the only thing that they had was authority. And that is same as now. The emperors of Japan lost power long before and they were not able to get back it.
