India isn't really dangerous for men at all desu
The only place that could pose some danger would be UP like you said because of the whole gangster stuff that goes down there but there's literally nothing to see there anyway so I don't really think a tourist would have any reason to be there in the first place.

Even for women, the South and NE is more or less completely safe and the only place they'd have to exercise a lot of caution in would be the North-Central areas (UP, Bihar, Delhi, MP, Haryana) which ironically happens to be the place that most tourists seem to prefer visiting for whatever reason.

To be fair, that's not quite true. Some of the most-visited cities in India are in Uttar Pradesh: Agra and Varanasi. I've been to Ghaziabad, Noida, Lucknow, Kanpur and a handful of other places, too.

But I don't think the typical international tourist will visit places like Ghaziabad or Meerut.

Only thing I'd disagree with you on: nobody really visits Haryana. I think the main attraction in Bihar is probably Bodh Gaya. Likewise, in Madhya Pradesh, I don't think foreigners really go anywhere there except for Khajuraho and maybe some wildlife reserves. You see the highest whitey:local ratios in Himachal, Uttarakhand and Goa.

I suppose there are probably cultural similarities, insofar as the fetishization of violence is concerned. But my understanding--however limited--is that crime in India tends to be a bit more complex. For instance, there's a nomadic tribal group in North India called the Bawariya. They're responsible for spates of car-jackings, armed robberies, murders and rapes in the Delhi satellite cities of Noida (technically Greater Noida) and Ghaziabad.

I'm not well-acquainted with the history of the Bawariya, but they were originally a caste of hunter-gatherers, trackers and seasonal farmers. They, along with a number of other tribes, were classified as anti-social or otherwise criminally inclined by the British. That status enhanced their marginalization.

Many Bawariya today are still farmers, but others participate in and constitute criminal gangs. It's kind of weird--I recall reading that they have these fairly elaborate ceremonies, wherein the women bid the men farewell as they depart on raids. They also used to have a "uniform" of white undergarments that they'd wear in public, but they stopped doing that because folks in some communities lynch Bawariya clan members on sight.

Of course, you have more traditional organized crime outfits in Mumbai and elsewhere. But even then, there tend to be certain communal divisions--for instance, crime in Mumbai has traditionally been spearheaded by Muslims, who tend to suffer elevated poverty rates in comparison to other groups.
