Independent investigations of shootings by police. Prosecute the cases that are more than an accident or simple wrong judgement call.
Better training of police how to handle such situations in a consistent manner. Also train their trigger discipline.
Patrol in pairs, or more, to reduce the stress, quality and for some social control for police officers. It also makes people less likely to attack officers.
Teach them to work as a team so you don't need three cops pointing guns, when one can put on handcuffs or search a person.
Encourage cops to give a warning shot or shoot for the legs if they have time.
