I think Azerbaijan could be a regional superpower, it needs only things like:

1. getting rid of corruption, redirect the river of oil&gas money to the public budget instead of politicians' pockets
2. becoming a middleman between Turkey, Iran and Russia
3. development of Caspian Sea tourism
