I agree that Vancouver is a better city than Ottawa for most things but Ottawa gets the boost because of it's history and architecture, particularly parliament hill and what I honestly believe to be the best parliament building in any of the new worlds plus Rideau Hall (an obsession of mine) and Rideau Canal. Also it's entirely French/English bilingual whereas Vancouver has like 14 people that speak French.
