Nigeria, Congo, Tanzania... All of the named African countries won't be able to deal with such huge populations. India, the Philippines and Bangladesh will also get into deep trouble.
Africa will collapse, and it will take Europe with it. The whole planet is doomed if all of this comes true, a world population of 11.5 billion is simply too much. In my opinion, stopping this crazy growth is the most important task mankind has to face in the coming decades, it's directly tied to climate change and numerous other factors.
In Europe, people are worried about destroying the environment by having 1 or 2 children (causing an unhealthy decrease in population) while in Africa, the average is like 5.5. Many African countries are slowly developing, the demand for electricity and so on is increasing rapidly. They will get that energy from the easiest sources available, coal and oil. And their economy/infrastructure is way too weak to deal with a 3% growth in population every year.

The Congo and Tanzania can absolutely support that population growth since those areas won't be hit as hard by climate change. The majority of these countries just lack infrastructure. Improved infrastructure leads to better food security. I know for a fact Nigeria, Tanzania, Ethiopia and Kenya (and many more) are working on this so I'm not worried about them.
Honestly, you should worry about South Africa and Northen Africa (Algeria, Egypt) instead. They will feel the effects of climate change a lot more then equatorial Africa.
The African countries are less developed and have even fewer room for such a population growth. Niger for example is 90% desert and climate change (which is caused by too many people living on this planet) makes this share increase even further by the day. Most countries in Africa are unable to feed themselves. Africa has always been shaken by violent conflicts, they are a way bigger challenge than India and China, who are larger in size and more developed (even 30 years ago).
African and Indian industrialization is also an issue for the climate. But honestly, what can we do?

The Sahel Zone will feel it first. I don't see why the DR Congo would be able to deal with a population of 400,000,000. They'd be more densely populated than France, for example and probably huddled in and around Kinshasa for the most part. China will "help" them in terms of infrastructure, but right now I don't think it will happen on time. Africa is severely lacking in development, even with the amount of help they get.

This. Central African countries will be fine but the others, especially the Sahel countries, are in great danger of overpopulation. In future decades, a huge wave of immigration - I say tens, maybe hundreds of millions - is nearly inavoidable.
I know you're doing way better than Africa, but you'll probably hit 1.75 billion by 2050 nevertheless. You'd be as densely populated as the Netherlands or North-Rhine Westphalia, which is quite an achievement. Climate change will have reduced usuable living space considerably by then.

Everyone who denies that the Sahel is fucked if countries like the Niger reach 200,000,000 is a retard. They probably can't even hold a quarter of that. Apart from fleeing to Europe (and directly or indirectly causing a lot of trouble there, you've seen how much the overall atmosphere has changed since 2015 and that was a tiny amount of migrants), many of them will find their way to other African nations, none of them will be happy with having to take millions of [ethnicity XY] in.
How should they create enough jobs in order to employ all of these young people? Their economies (and, as I said, infrastructures) aren't diverse and developed enough. This growth is happening as we speak. And the more young people you have to leave unemployed and without perspective, the more heated the overall atmosphere in the country gets. Ressources dwindle, too.
I don't want to cause panic, but helping Africa in decreasing their fertility rate will help them and the rest of the world in keeping our planet relatively healthy while also increasing Africas chances of ever developing into a region without the urgent need for help from other parts of the world. Right now, they are simply bought by China.

If I was president of the US, I'd invest heavily in giving aid and cooperating with India and Nigeria and foster longterm economic/military relationships. It'd be similar to the Martial Plan and would give us an ally against China as well as allow us to benefit from the population boom in Africa that's gonna happen as the century progresses. That, along with ending the drug war and consolidating a western hemisphere anti-china/cooperation organization would be my biggest foreign policy goals desu. Middle East and Europe are more a burden at this point. We should go green, tell Israel and Saudi Arabia to fuck off and push for a united European continent to keep Russia in line and push the UK closer to us.

We are too busy trying to get Saudis and Israelis in line while dealing with shit at home. The biggest problem right now is domestic instability and income inequality as well as political/government stagnation. Another issue is we don't have a centralized economy like China so we can't just tell companies "Invest in this country" we have to incentive them. The military industrial complex is really the only exception to this and has become a tool for creating new markets and jobs. Companies won't feel safe investing money into these countries unless they feel they're stable and safe and the military helps in this regard.
