No it's not. Uralic is the name of the whole language family.

Initially it was thought that Samoyedic would be a separate branch and that there would be a Finno-Ugric-Samoyedic language family and that was called Uralic. But it was eventually shown that Samoyedic is closer to Ugric than to Finnic so the whole reasoning disappeared and now Uralic just means the same thing as Finno-Ugric.
