Russia uses Kaliningrad as an "unsinkable aircraft carrier". It installs modern weapon there such as S-400, Kalibr, Iskander, and other air-defence/ballistic missile/cruise missle means. Thanks to owning this little part of land, Russia increases its effective firepower on territories of countries of Central-Eastern Europe such as Germany, Poland, Czech Repulic and so on. During period of Cold War, Kaliningrad was designed as military base whose main purpose was to take over Danish straits in first days of WW3 - taking control over Danish straits enabled soviets to dominate GUIK gap that was the only way for the USA to supply Western part of Eurasia.. Poland and Kaliningrad were written down in the same chapter of the soviet military doctrine as two entities whose main task was to take over Danish straits in scenario of WW3. Soldiers from Kaliningrad and Poland were the only ones who were forbidden to be equippied with Geiger counters, as Poland and Kaliningrad were planned to be main targets of tactical nuclear counterattack of NATO in first days of war - if soldiers from these territories could measure radioactivity level, they could get panicked and escape from the battleground, if they realized that they were already dead.
