There are many apps to learning languages like anki, duolingo, memrise etc. But I think the best option to learn English is immerse. Just try to ro every your activity in English, watching movies with English subtitles, reading internet about your hobby in English, playing game in English, change language at phone, fb etc.

Nip why don't you immigrate to a better country like the US, UK, Germany etc?

What does Jow Forums think is the best way of learning a new language? I've been learning English for like 4 years and I feel like I stopped making progress a while ago.. How can I become comfortable with this language?

Go to an english speaking country because speaking impromptu is very different from reading words and speaking it.
If you think your english is poor then I think that's the way to go. I think thinking your english is poor or you've reached your ceiling is specious resoning in the sense that you will never get better if you keep thinking that way.
