‘It’s noon in Japan’ is correct. Remember the word order of SVO. Whenever you want to say a thing is, the word ‘it’s’ (a combination of it and is (contraction)) is more natural. Saying ‘it is x’ is a bit robotic. Also, use the contraction ‘ can’t ‘ when saying can not, as it is more natural. Consider these as replacements
translated ‘it’ that way. remember English is a lot stricter about including the subject in a sentence. Either than that it’s perfectly fine

I tend to avoid using that phrase all together because it often sounds sarcastic, like saying “thanks for nothing”

it depends on the tone in spoken english, but does have a bit of a 'reputation' as being a sarcastic phrase, so probably best to be careful using it in text.

upper class people tend to be really passive-aggressive and are never direct when they’re insulting you, so yes it may only a sarcastic phrase in britain but I can’t speak for the rest of the anglosphere

As said here: Depends of your intonation, expression and the context of the situation, in that case both expression would be ironic, there no such thing as "this expression is ironic", cause it wouldn't be irony/sarcasm anymore by definition:

So, if one expression is marked by default that is sarcasm it would be anymore, you be a straight up insult like fuck you, cause you are using this in the real meaning of the world.

I heard that Asians have some problem with Sarcasm and to fully understand it I would say you need to understand more the culture and it's humorous way than the language itself.

Sweet can be very sarcastic and used to try to make someone nervous.

In a professional setting yes. however in a casual setting we tend to use a massive amount of slang, especially with zoomers. although it isn’t as bad as japs and we definitely aren’t as bad as australians here who often speak entire sentences in slang
