Pretty sure the answer is Albania. Thanks to Ottoman shenanigans they're Muslim but thanks to soviet shenanigans they're very secular. Most people are religious but most also say it doesn't play a very large role in their life. Overall, they're pretty religiously chill.

Turkey probably. 15% or so of Germans who have a migration background from a majority muslim country are actually Alevites. Most muslims don't even consider them proper muslims, so it has to be Turkey.
