Because as it is Canada acts as a soft diplomatic proxy for the US. Canadians (with basically any degree) can work indefinitely in the US so they already have the labor pool, and have a ton of treaties so there is mutual access to natural resources.

If you follow the genesis for both cultures, Canadians made fundamentally different choices from Americans in their respective early histories, and this carries influence until today.
As much as there are cultural differences with the québécois, Canada survived by in large because the British, the French, and many Native loyalists were able to overcome their differences and work together to defend the colony. American history, on the other hand is more defined by conquest with events such as the revolution and the civil war.
I have passed up job opportunities because I have zero desire to live in the states. The day Canada becomes a 51st state is day I emigrate elsewhere. Luckily, I don’t think that day will happen.
