People are risk averse and alot of people trust their government enough to follow laws because they are laws. Alot of people are afraid of prison time and incurring penalties. You cannot have mass adoption if something is illegal.

That would stifle innovation. The much more likely scenario is that it becomes illegal for people to handle but legal for institutions and big business to handle.
