no, it was built by a bank, along with some other similar apartment complexes. It's actually pretty nice to live there and it's right in between midtown and lower Manhattan. But yeah, it looks like the (bad) projects that are all over NYC

Co-Op City is much shittier, it's in the Bronx, where no one wants to live, and is a giant fortress like complex filled with trash... it's just cheap. It's private, but it might be a public-private thing.
