It's corrupted, had recent corruption scandals. Usually the regions that are distant from Moscow are the ones where politicians feel safe to do their illegal businesses until thry get caught and screech "muh oppression". Also if I recall correctly Kalingrad Oblast isn't that rich, beside the West European built cities the landscape is now no different from African or South American illegal mines or those Canadian sand oils sites.
The Baltic Sea is known for being extremely rich of amber because of its past ages, this relatively precious good is found on seashores and few metres under the surface. Russians and former soviets have lot of organized gangs illegally digging and filling the ladscape with ugly holes destroying the scenary, it's a convenient business for easy earning. Professional or homemade tools are used for it, then they bring them inside some magazines or garages to clean and polish the gems and sell them.
I think there isn't even enough police to take care of this phenomena. Just search ideos and images of "Kaliningrad amber holes".

Depends on class, there are two operating companies serving the Transiberian as far I have learned from travel vloggers, state RZhD and some basically touristic railway around Bajkal with better views. Normal non bydlo Russians are actually interested in foreigners, especially those living in non touristic areas that rarely see exotic visitors or hear other languages. You'll make some friends probably if you speak basic English. Avoid taking the lowest class on ttain, it's for commuters and is dirty. The so called Transiberian is the railway, not the train itself like the Orient Express and the likes.
